Google Drive: Sharing/Changing Owners of a Folder

In this fictitious scenario, I have an HR manager, "sally...@domain.com" wanting to access a previous HR employee's exported folder called "jane...@domain.com" which resides on the active account of "julie...@domain.com". "sally.brown" doesn't want to bug "julie.smith" but asks IT to share that folder "jane.doe@domain"or make her an owner of the folder from "julie.smith". 

When I attempted to do this through the Google Workspace Admin portal, I get the error ""Actions on folders are not supported."    " . As far as I know/can tell there is no legal hold on anything using Google Vault. 

Using GAM, how can I add the HR manager,  "sally...@domain.com", with editor access to the folder j"ane...@domain.com" residing on "julie...@domain.com"

A great resource I use for figuring out these commands is the GAM cheat sheet: https://gamcheatsheet.com/

First, get the ID of the folder you wish to add the permissions to.
Under Drive Management, the first command should help you with this:
gam user julie...@domain.com show filelist todrive allfields
Grab the ID for the folder jane...@domain.com, and then use the command under the ACLs section:
gam user julie...@domain.com add drivefileacl <file id> user sally...@domain.com role writer
