Trying to setup GAM7 project.

I'm trying to set up a new project. When adding the API Access Control Trust part, I can't grant access. According to Google Help desk says, there is a limit of  50 API changes a single project can do. What am I missing? I don't remember running into problems like this last time I set up a new project. Any help would be appreciated.
