GAM 4.5 - ERROR: 404: Domain not found

I upgraded GAM to 4.5, rechecked project API and domain permissions. When I attempt to create a new email account it is giving me a 404 error that the domain can not be found. I found a couple of thread which indicated to rebuild the oauth2.txt file. So I let GAM do that, still seeing the error. I can see that in the file there is a reference to "hd": "mydomain.com"

Any ideas what I would be missing??

In the Google API panel for the project I can see the errors there for directory.users.insert, with a 404 error.

This usually indicates a typo in the user's email address. Can you double check? Use the user's full email address if you're not already.

I didn't see anything wrong with it. Maybe there was an invisible character. Not sure, I'd say it was certainly possible. I also thought perhaps it was permission issues of some kind. I went to the GA admin console -> advanced settings --> project api.  I delete the app and reloaded all the permissions.  Seems to be working now!
