Getting "Add Failed: Precondition check failed" when attempting to allow two users to send from another address

I am using "gam user xyz1 sendas group1 'groupname' " but am getting an error stating "Add Failed: Precondition check failed".

It seems to only be happening with two particular  users and this particular group. I can add a sendas to other groups. For testing purposes, I did the below.

When I try giving my account sendas access to the group, it works. When I try adding the two users to a test group, it works. When I try adding them to the group in question, I get the preconditon error. 

What are some preconditions GAM might be looking for when running this? Thank you

I would first check any differences in settings between your test group and the actual group you are using for Send-As.  

Check the two users group membership in both the test, and actual group as well.

Have the two users attempted to add the Send-As themselves through email settings?

The settings are the same for both groups. For membership, they are both apart of the group I am trying to allow them to send from. This is failing.

If I add myself to the group, even though I am not a member, it works. Same if I add the two users to the test group they are not apart of. 

No, I have not had them try themselves as I am trying to find out why GAM is erroring out. I do not usually have users set their own send-as as I use GAM for this.

I have the same problem with 2 groups already.

$ gam user x...@ddd.com sendas y...@ddd.com 'yyy' replyto y...@ddd.com treatasalias false
User: x...@ddd.com, SendAs Address: y...@ddd.com, Add Failed: Precondition check failed.
