add calendar results in ERROR: 404: Not Found - notFound

this command verifies user1 exists:
   gam user us...@example.com show calendars

this command verifies the calendar exists and can be added to users
   gam user us...@example.com add calendar cale...@group.calendar.google.com

this command results in ERROR: 404: Not Found - notFound:
   gam user us...@example.com add calendar cale...@group.calendar.google.com

user1 exists and the calendar can be added for user2....   why not user1?

freebusy|read|editor|owner

gam calendar <user1> add acls freebusyreader <user2> sendnotifications false

It is not clear to me but I don't think that will accomplish what I am trying to do.   

I want to add the calendar to user1 using GAM.   

won't  that command add user2's calendar to user1?

I have an hour and a half meeting that starts in a few minutes but 

the problem is this: 

this command results in ERROR: 404: Not Found - notFound:

   gam user user1 @example.com add calendar ca...@group.calendar.google.com

 I can show all the calendars for user1 (so I know user1 is the not the issue)  and I can add the calendar to user2 (so I know the calendar is not the issue)  but when I try to add the calendar to user1 I get the error

Does user1 have access to the calendar?

gam calendar ca...@group.calendar.google.com showacl

If not:

gam calendar ca...@group.calendar.google.com add <role> user1@domain

Thank you for pointing out the step I was missing.   

The user1 cannot subscribe to a calendar they do not have permissions to..  
Problem solved thank you Ross!
