Drive filelist - disabled Drive apps error

Im trying to get a list of all files by user, but at this point I cant even get a simple command to run - 

'gam all users print filecounts'

returns errors for each user 

Getting all Drive Files/Folders that match query ('me' in owners) for  

User:  Not Printed: The domain administrators have disabled Drive apps.

Users have access to Drive. I know users have drive data. One user in particular has about 10GB of data.

Checking the admin portal "Drive and Docs" is toggled "ON for everyone"

Not sure what im missing.

You need to enable "Drive SDK" access for your users. This link should take you to the page in the admin console, and this support article provides more information.
