You can't convert a traditional group to a dynamic group and you can't manually add members to a dynamic group.

Get the orgUnitId of the OU of interest

gam create cigroup oug...@domain.com name "OU Group" description "Dynamic group with members from OU Test" dynamic "user.org_unit_id==orgUnitId('123h8a2z1floxyz')"

The only option that you can get messages out of a Google Group is using Google Vault (or using Vault API). You can use Jay's GYB (Got-Your-Back) to re-import the messages from mbox file using Groups Migration API.
