Welcome email based on template

Hello all,

I'm wondering if there is a way to have gam compose a welcome email based on a template?  I know you can use an html template when building the signature line of an email using GAM.  Here is the scenario, I'd like to prepopulate the email with subject: "Welcome to The Howard School". Body: to ist onboarding procedures along with links to walkthroughs, like changing passwords, setting up two factor authentication, Joining the onboarding google classroom.
