Classroom - cannot add Students

to GAM for Google Workspace
I have a school administrator that wants to add ALL teachers (about 600) to a Google Classroom as "Students".
She was able to add many, but ended up starting to get messages about cannot add more Students (teachers as students). I can't even join as a SuperAdmin.

I even tried to add myself as a student with GAM.
Not allowed. I'm not in any Classroom_Teachers group nor have any teacher related settings. So, this seems odd that I cannot be added.

From the error message, it would appear that see was trying to add the teachers as teachers not students.
What does this show: gam print course-participants course <CourseID> show all

And, I can't even add myself as a student with GAM nor the join code.

The error from first post is still happening on the Class/Course.
Ross and I looked at methods with GAM to add. None were successful to add a student to this problematic Class/Course.
Same message about "The class has reached the maximum amount of teachers." Totally doesn't make sense since we're adding students.
I have a case open with Google.
We also tried to create a new Class/Course to replicate the issue.
The add students worked fine for the students within the Google Workspace. We also want to add another 400+ from two other Google Workspaces (that we control).
Yet, since this is a Test... we can't quite ask them all to use the Invite Link just for the purpose of a test. It would lead to too much confusion and they don't have the time to participate in a troubleshooting Class/Course test.
Ross and I were wondering if there is a way for the me to Invite/Consent the students from the two other Google Workspaces.
