Gmail API Service/App not enabled

Hi,
Email delegations via GAM are not working. The error message says: "Gmail API Service/App not enabled".
Extra details:
- Email delegations are turned on for all Org Units
- gmail API is already enabled in GAM project
- The accounts doing the delegations have Enterprise licenses, both accounts have been signed in and receive mail.
