Problems uploading GPG key

When I try to upload the key I get:

Error: 1412: Unknown Error: {'status': 400, 'body': '<?xml version="1.0" encoding="UTF-8"?>\r\n<AppsForYourDomainErrors>\r\n <error errorCode="1412" invalidInput="LS0tLS

And when I try to do an audit export for an email account with includedeleted I get:

Error: 1409 - Invalid Encryption Public Key

I had success when I generated the key so I don't quite understand what the deal is. I have less than 24 hours to recover these emails.
