Issue with user downloading a Drive file

I want to download all Drive files of a user with the command below.
However, I get a "not downloaded" error for Google Docs files.
It seems to hit the API limit when converting.
What solution can I use?
Since I’ll be doing this for many users, I’m not considering options like downloading the files separately.  

.\gam.exe  user get drivefile query "'me' in owners and trashed=false" targetfolder 

error: User: , Drive Folder: Teams, Not Downloaded: Format not downloadable
