Trying to update the Department for all users but getting command error

Command like this:
gam csv updates.csv gam update user ~Email organization department ~Department

gam update user user.name organization department "Staff"

and I'm getting this:

There is a required option notprimary|primary at the end.

gam csv updates.csv gam update user ~Email organization department ~Department primary

gam update user user.name organization department "Staff" primary
