"gam user forward on keep" Fails

I'm running GAMADV-XTD3 6.29.21
My email forwarding has started failing today.
I created the forward just fine:
gam user privacy create forwardingaddress greg.mccord
User: pri...@emsibg.com, Create 1 Forwarding Address
However, when I try to enable forward on keep, I get an error
gam user privacy forward on keep greg.mccord
User: pri...@emsibg.com, Forwarding Address: greg....@emsibg.com, Set Failed: Invalid forwarding address
Thoughts?

Until the forwardee accepts the forwarding request, you can't forward to it.

Is there a gam workaround where I can programmatically accept that for them?

No. You can set up Gmail to automatically accept intra-domain forwarding.

This is so weird. Our auto-forwarding was already enabled. I've been using that forwarding script for years now without any issues until now.
