"There are no scopes authorized for the Directory API" error after upgrading from GAM 5.21 to 7.0.3

Hi there, I didn't see my first post about this show up in the group, so I'm reposting...

I have an existing install of GAM 5.2.1 for Windows that's working OK. Today I went to upgrade it to the latest 7.0.3 and, while I didn't get any errors during the upgrade steps, the new version isn't working as expected. I'm getting "ERROR: There are no scopes authorized for the Directory API".

1) Made a backup of my existing GAM 5.21 install. I had it in c:\gam, so I made a copy of that as c:\gam.backup. That backup copy of GAM 5.21 is still working properly as far as I can tell, thankfully!

2) Downloaded the GAM 7.0.3 MSI and installed OK.

3) Ran gam-setup.bat with admin privs. Specified that this was an upgrade. Got the message "GAM installation and setup complete!"

4) When I try some basic commands, such as gam info user <my email address>  I get: "ERROR: There are no scopes authorized for the Directory API"

5) If I switch back to c:\gam.backup and run gam info user <my email address>, it works as expected. So again, GAM 5.21 working as expected but GAM 7.0.3 is not.

I have upgraded GAM in the past before, although it has been a while. I don't think I've had to touch the existing Google projects. Is that the issue here?
