oauth2service.json, Not Found

I was trying to setup GAM and Google Cloud on my Mac. I'm getting stuck with error message. And as my understanding, I have to create the service account for it but I don't see any instruction for that. Can someone please help ?

Please run

gam create|use project

gam user <user> check serviceaccount

to create and authorize a Service account.
