Gam Command for email forwarding

Hi Gam Group,
I am trying to find our why the following command works but doesn't forward emails to the right person. Please see the command below:
$gam user $user add forwardingaddress $manager
When I verify with the command below, it shows the appropriate forwarding address but it doesn't actually forward emails and shows the Address not found email. Can you please help me with this.
$gam user $user show forwardingaddress
My GAM version is the following:
GAMADV-XTD3 6.80.02 - https://github.com/taers232c/GAMADV-XTD3 - pyinstaller

Setting up forwarding is a two-step process
See: https://github.com/taers232c/GAMADV-XTD3/wiki/Users-Gmail-Forwarding#manage-forwarding-addresses
You've done this step.
You need to do this step to enable forwrding.

However, the forwarding still doesnèt seem to work. Did I miss any step here?

It did the trick. The automatic email forwarding wasn't enabled for the user OU. It's working now. Thank you so much.

Hi Ross,
I am still having issues with the following commands and outputs:
Command 1: $gam user $user add forwardingaddress $manager
Output: User: $user, Add 1 Forwarding AddressUser: $user, Forwarding Address: $manager, Added
Command 2: gam user $user forward enabled delete $manager
Output: $user, Forward Enabled: True, Forwarding Address: $manager, Action: trash
Output: User: $user, Add 1 Forwarding AddressUser: $user, Forwarding Address: $manager, Added
Command 2: gam user $user forward enabled delete $manager
Output: $user, Forward Enabled: True, Forwarding Address: $manager, Action: trash
I have used variables above to not expose information in this email thread. Note that actual emails were used in the commands. I have checked that the OU has automatic email forwarding enabled.
I am still getting an address not found. Please note that the accounts that requires forwarding are in archived state.

Forwarding will not work from an account that is archived, because it can not receive new email. New emails will be rejected.

Does this mean that it will only work on accounts that are suspended?
From a cost perspective, Archive accounts cost 1/4th of the cost of suspended account license. However, if you manually put in the routing rule on Google Admin > Gmail > Routing, then it works even if the account is archived.
Please let me know if there is a workaround, if not I will have to do the email routing manually since archiving accounts is 10$ per month compared to 35$ for suspended accounts.

It will not work on suspended accounts either.
