Change user password with 2 step verification activated

Dear all

I have  google work space that have about 40000 account, recently we forced our users to change their passwords we used an on-prem system to manipulate passwords, we send the new password for google work space using gam.

We faced a problem that many users who previously activated 2 step verification cannot log in to their accounts after changing the passwords the only way to let them do than by disabling the 2 step verification for their accounts.

Any ideas?
