The error indicates you've created the max allowed number of GCP projects.

To resolve the error you may need to clear out older unused projects. Here are the steps to find and delete unused projects in the Google Cloud Console:

1.  Go to the Google Cloud Console (console.cloud.google.com) and sign in with your administrator account.
2.  Click the project drop-down menu at the top of the page (next to the main logo).
3.  In the window that appears, review the list of projects to identify the unused ones related to your previous GAM setup.
4.  Select the project you want to delete.
5.  Open the navigation menu (three horizontal lines in the top-left corner) and go to IAM & Admin > Settings.
6.  Click Shut Down at the top of the page.
7.  Enter the Project ID to confirm, and click Shut Down again.

I have used GAM for years updating students for my district, North Lamar ISD in Paris Texas.  I loaded GAM7 and I am getting the errors below when connecting to my domain.  I had a different computer last time I used GAM and don't have access to that computer.  I want to set it up on my current desktop and getting these errors.  If you can help me that would be greatly appreciated.  Thanks in advance.
