a way to turn off/on unenroll option for students in Google Classroom

We recently had students unenroll from classes before the teachers were done grading their work. There is nothing I can find in the admin dashboard and wondered if with GAM there would be a way to turn off the unenroll option for students in classrooms by course ID and then turn it on so there was control over when that option would be available to students.

There's no API setting to block course unenroll, thus there's no way for GAM to do this.
