Exporting all users on a Hold in Vault not exporting older holds

I'm trying to export a list of users that are included on a hold in Vault. This would ideally be part of a larger process where our legal team only needs to add folks to Vault and IT can take it from there based on a sheet. 

gam all users print vaultholds todrive seems like it should do what we need, but I thought it wasn't working until I made a new test hold - then I saw the test hold appear in the sheet export. GAM is authorized under my superadmin account and I can see the other active holds in Vault. any ideas?
