ERROR: No Client Access allowed

I've seen other people with this problem, and the only solution seems to be to join a Meet session to fix it. I have reinstalled a few times, and still cannot get past this.

I am a Google Workspace reseller and a Google Cloud developer. Is it possible to fix this without a Meet session?

gam oauth create

gam user us...@domain.com check serviceaccount
