External Users Can't Write To Calendar

Hello,

I have a calendar that is currently not available to be edited by those outside our organization.  This is the default behavior we currently have in our organization, although the owner of the calendar is in the group where they are granted the ability to allow external users to edit the calendar.  

Is there a way to set a calendar created by a user with permissions to grant external users writer access to the calendar?  I've changed the ACL's and there are external users who are owners & writers, but do not have those abilities.

I'm thinking this might be more of a Google issue than a GAM issue, but I figured I'd see if there's something that can be done via GAM first.

Unfortunately some of the fixes that Google recommends are moving users between OUs where external sharing with write permission is disallowed then allowed. I have seen propagation take much longer for group-based settings as well.

Also the settings below would only apply to their primary calendar (user...@domain.tld). If it's for secondary calendars, that setting is global.
