GAM API GCP verification issue.

I have been using GAM for years without issue, but this morning I had to renew the oauth token and found that it would only renew for an hour, and the GAM command for email delegation was no longer working. (the error stated "Gmail API Service/App not enabled" ) After trying my best to revoke/create the token and getting a success message but no change in error I combed through all of the Google Admin pages I could find I seem to have found the issue outside of it. 

In Goolge Cloud Console, im my GAM project folder, which has been going stead ofr 6+ years, I now see a data access message stating "your app requires verification" with a list of about 18 scopes Google consideres sensative. According to Google I need to justify my user for all scopes and then upload a youtube video demo of how I will be using the data from these scopes. 

Did anyone else get this and is there a workaround? I'm not sure I want to submit anything thats not my own work through this project and I really dont have the bandwidth to be making video's all day.

Running GAM 7.05 on a windows 2019 datacenter server, which is also the AD server linked to Google.

Go to the OAuth settings in Cloud Console and mark the project as Internal:

also make sure your client ID is marked as trusted in the admin console:

Jay, thank you for the advice. I looked into it and everything seemed fine but you were correct that there was an issue with the client ID.

Ross, thank you for taking the time out of your day to help. 

For anyone else experiencing this issue it appears it was related to my client ID needing to be reauthorized in the Domain wide Delegation page area. It appeared fine when I looked at it but when I went through and reauthorized the client ID, things started to pass again.
