I had a similar issue. Someone told me to do the following:

`gam user user...@domain.edu check serviceaccount`

You see what passes and what fails. It will then give you a URL to paste into the browser and takes you directly to a pop-up in Admin that has you Authorize those scopes. I had to wait a good 15-20 minutes for everything to propagate, ran the command again and everything passed.

It seems no matter how many times I set this up on a new device I can never get it completely working. So I have a new install of GAM on a Linux server. Its installed most commands work etc. But we do a lot with mailbox delegation so I use this a lot and this one fails. As far as I can tell in the "project" the GMAIL API is enabled. I have the scopes added in the admin site.  Can anyone tell me what I'm missing?

In the Admin console, go to Apps/Google Workspace/Gmail/User Settings
Make sure that Mail delegation is turned ON for the workspace or OUs of interest.
