Question

is it possible to remove licenses from a set of users and what is the effect on those accounts in terms of access &/or functionality?

Yes, they will lose access to all features only available to those licences.

The actual content (emails in Gmail, files in Drive) should however remain.

A friend has such an account for testing, and the files are still there a year later.

However, there is no legal obligation for Google to keep the content, as the user isn't licensed for the service.

I wouldn't risk it.

Meaning, if you need to content to remain, transfer it to an account with licence.
