While I can list a specific user list of contact groups, (gam user xxxxxxxx info contactgroups) I wonder if is there a way to share contact groups with other users

Not in the same sense as some of the other tools can.

You will have to first export the list of contacts that belong to the contact group, then create new contact/contact group for the users with whom you would like to share.

gam user <username> print contacts contactgroup id:<contactgroupId> todrive

then you can do

gam csv gsheet <AdminEmail> <fileId> <sheetName> gam user <username> create contact <contactAttribute from Sheet> contactgroup <contactgroupName>

Contact Groups are specific to a user.

Domain Shared Contacts are for Global Address List. 

They are two separate things.

You can probably set up a few cron jobs, but keeping information synchronized/updated will be a challenge without a database of some sort.

I was fooled by a tool we're currently using to share contacts, which I would like to get rid of.... 

I guess they manage syncs exactly the way you have described it.....
