GAM error downloading from Drive

I am attempting to install GAM on a new machine and when access the file from Google Drive and select download I am prompted with an error "403. That’s an error.

We're sorry, but you do not have access to this page. That’s all we know." Is this an issue with Google Drive or do I not have access to download GAM? Is anyone else seeing this issue?
