Delegate email not working

Hi all,
When I run
GAM responds with: "User: b...@domain.com, Service not applicable/Does not exist"
1. Both users have G-mail enabled
2. Mail delegation is turned on at root level
3. GAM Version: GAMADV-XTD3 6.63.02

I have ran the command and I get the same message:
"User: b...@domain.com Service not applicable/Does not exist"

That means that Bob doesn't exist or doesn't have Gmail enabled.
gam info user b...@domain.com
gam user b...@domain.com check serviceaccount

Hi,
I ran check serviceaccount and found out that I didn't have domain-wide delegation authentication.
It's now working!! Thanks so much Ross.
