GAM - Service not applicable/Does not exist when searching Drive

Hello, I am running into an issue when I am trying to run a query / report on users drive sizes. Here is what I got so far. 

I can run the following and it works just fine, so I know that the users / service is enabled for them. 

gam redirect csv c:\users\USER\downloads\TESTCSV.CSV ou /ACCOUNTS_SUPER_ADMINS print filelist fields id,name,mimetype,createdtime,size,basicpermissions

This produces a CSV with all the info I need for the users in said OU. I need to be able to also query drive for single users, but every time I try I get the error message "Service not applicable/Does not exist."

Here is the command I am running when I get the error. 

 gam user USERNAME@DOMAIN print filelist

The same user will return results when I target the OU but not when I target the user directly.

You get no results for any specific user or just some?

Ross was able to help me. It was something simple I noticed when I was trying to demonstrate the issue. We have two tenants that we work with that have the same OU structure. Automation running in the back was changing it to a separate domain so when I was trying to query a single user it was say denied, but when I changed it to the other domain the commands went through.
