add user to a google chat\space

I have this google space and it is refusing to let me add a new member in both the web admin interface and the user interface as Owner.

GUI error: Can't send invitations. Try again later.
Browser console error:  POST https://chat.google.com/u/0/api/create_membership?c=7 403 (Forbidden)

So I thought Id try gam. But I get an error, not sure I understand the syntax:

gam user ja...@google.com create chatmember space/AAAAk1R3NMI members ja...@google.com
User:  ja...@google.com  , Chat Space: spaces/AAAAk1R3NMI, Create 1 Chat User Member
  User:  ja...@google.com  , Chat Space: spaces/AAAAk1R3NMI, Chat User Member: users/ ja...@google.com  , Create Failed: Google Chat app not found. To create a Chat app, you must turn on the Chat API and configure the app in the Google Cloud console.

Usually https://chat.google.com/u/0/api/create_membership?c=91 400 (Bad Request)

not 403, 400 I think that 403 was my admin session timed out

You might want to try

> gam check svcsacct <your_user_here>

and see if the scopes:

  https://www.googleapis.com/auth/chat.admin.delete                         PASS (5/46)
  https://www.googleapis.com/auth/chat.admin.memberships                    PASS (6/46)
  https://www.googleapis.com/auth/chat.admin.spaces                         PASS (7/46)
 

are enabled.  If not then try:

>gam user update <your_user_here> update serviceaccount

and select those scopes.
