Unable to remove archived user license; product and sku combination is invalid

I am trying to remove an archived user license with gam 6.77.02. Syntax of request and error listed below:

gam user x...@xxx.com delete license 1010340001 product 101034
License: Google Workspace Enterprise Plus - Archived User, Delete 1 User
  User: x...@xxx.com, License: 1010340001 (Google Workspace Enterprise Plus - Archived User), Delete Failed: Combination of product and sku is invalid or the product has auto-assigned feature enabled

This worked on a previous version of gam within the last month or two but fails now with the above.  Auto-assignment is not enabled.

gam update user <email> archive off

Will switch the user back to an active license type.

our instance is essentially moth-balled and there is no active license to assign so the unarchive will not work; we have tried this already.  It's very odd that the license removal worked just a month ago via gam.

You won't be able to in archive users if there's no active license they can be put on. You'll need active licenses.
