Installing GAM error

I used GAM eons ago at another company; I was OK with small scripts; cannibalizing other people's coding to get what I needed. I consider myself a beginner.
Tried to install GAM on my new work laptop for a client and it get this error:

Perhaps your users doesn't have the Google Cloud access right to create projects.
Sometimes the admin locks down Google Cloud Platform.
If you're the only admin, I'll rephrase...
