GAM to reactivate "User Suspended for Spamming" ?

Does anyone know of a way to use GAM to reactivate a user who's been suspended for spamming? My company sends a lot of emails and some folks go beyond the threshold and get suspended for spamming. suspended on/off does not work. Thanks!!
