GAM does not strip licensing

Good Afternoon,

I'm encountering an issue where I cannot strip certain user accounts of their licensing using GAM. Our students use Google Workspace for Education Plus licensing, and I will use the following command:

gam user us...@email.org delete license 1010310008

The command will execute properly, but in the admin console they will still have the license. The account has been moved to an OU without auto-assignment, and I am using GAM 7.29.04.

Strangely, it seems this issue only happens with accounts created after a certain date last year. I have one account created in 2024 that I cannot move the license from, but another account made last week where it works fine.
