Email forwarding

Email forwarding:
Performing the commands below, it shows that the email has been added as a forwarded email, but it's not reflected real time when trying to send a test email to those Gmail account. Should i just assume it's been completed? Is there anything else I might have to do that's hindering this action?
The commands i'm using are below.
gam user test.email add forwardingaddress new.owner
gam user test.email show forwardingaddress

- delegate to <user email>
- add delegate|forwardingaddress <user email>
