Gam profile photos - delete/replace not working correctly ?

So using gam (4.92) I've tried both deleting and replacing a users profile photo. But both end up with the same result. The directory listing profile icon is changed but not the users actual profile image, 

This image shows the what the directory listing "version" of the users profile image looks like.

Profile - pic - deleted.png


But after you click on the user, you can see that the users original profile image is still present. 

Profile - pic - exists.png


And when the user logins in their original profile picture still exists.

Profile - pic - personal.png


Commands

 

gam user abc@bereaschools.org update photo /root/logo.png

gam user abc@bereaschools.org delete photo

Google messed the avatars up since one and a half years and still have not fixed it.
Several posts about the photos are still unresolved.
Photos only visible within admin and e-mail screen, not anywhere else: https://groups.google.com/forum/#!msg/google-apps-manager/TNzuADGPpAc/stR5MyFCCQAJ

I think it has to do with privacy settings of newer accounts or newer uploaded avatars.
Newer accounts do share an avatar link but when you request that avatar google returns a letter avatar or this link/avatar (https://ssl.gstatic.com/s2/profiles/images/silhouette200.png) instead.
Older accounts seem to do return an updated avatar.
(You can actually see the word 'private' in the avatar links which return a letter or the silhouette instead!)

Weird shit...

Definitely hope that with the Google announcement that they are merging the gmail and profile pics into one setting that things will get better.
