Google support told me to wait 24 hours after turning on API to allow it to propogate...does it really take a full 24 hours? Is there anything else I should check before I contact Google support for help?

I'm having the exact same issue. Brand new to using GAM so happy to accept that its most likely user error however, from the little knowledge I have, I am using a super admin account so should have the required permissions.

Yes, sometimes you also have to wait at least 24 hours. Rarely, but sometimes.

But other times you don't have access to it in Developer Console.

Add yourself as an org admin in the cloud console. Then try GAM setup again.
