Difference between Short link and Public short link

I really don't get the difference between short link and public short link.

I am able to use both the links without logging in from any browser.

Please explain the difference

You'll be able to access the link as they're yours.

If you create a link to a file that is private, send it to a friend and see if they can access it.
You'll find they can't.
