URLs are gone, no service

Is this service dead in the water? I must have had close to 100 short URLS and they're all dead links now. The service to add/delete/edit links is gone and it's no longer in the marketplace.
I can't find any information online about this at all.

I'm also curious if this is available. I followed the support page, but this doesnt seem to be available in the marketplace to add.
