to Google Apps APIs Downtime Notify
Google monitors all the API services we provide, but there are still
some circumstances where you or your customers may spot a problem
before we do.
I've recently added a new mechanism to help you call this to our
attention as quickly as possible: Service Outage issues in the apps-
api-issues tracker.
Please only use the Service Outage issue type for problems with APIs
you have already tested successfully and that you depend on for your
existing products. For less urgent issues please continue to use the
API forums (for questions about how to do things) or Bug Reports (for
things that seem broken but you aren't depending on them for your
production systems).

Here is a quick checklist for when there seems to be a problem with a
Google API you depend on for your service:

1. Is there an official Google announcement?
https://groups.google.com/group/google-apps-apis-downtime-notify
2. Is there a similar developer-reported issue?
http://code.google.com/a/google.com/p/apps-api-issues/issues/list?can=2&q=Type%3DServiceOutage
Star the issue to get notified of updates.
3. Otherwise, file your own Service Outage:
http://code.google.com/a/google.com/p/apps-api-issues/issues/entry?template=Service%20Outage

We monitor for Service Outage type tickets and will try to react
quickly. Hopefully this will shorten the time between the first
customer report and the engineering resolution.
