No personal account for GAE in Lithuania?

Hello, can you help me? I tried to sign-up for trial version of App engine. But i cannot find an option for personal use. Only an account for business is allowed to me if register from Lithuania. If I were to do so from USA, i am allowed to choose from either personal or business. Can anyone suggest any solutions? Or that's just not possible?

This affects all of Europe, or rather all countries in the EU. It's related to a recent law that makes companies charge tax rates based on the country the customer is in, rather than the country the business is registered in, as it was before. It's a poor decision from Google to handle it this way, but that's how it is.
