Someone might of reserved the ID, just not deployed an application.

Also the namespace is shared with Gmail. So if someone has that id
@gmail.com then you cant use it.

You could try emailing that address, and asking if they would be
willing to give/sell you the identifier. They can create a application
with the ID. Afterwards they can add you as a developer, and then
remove themselves - effectivly transferring the app to you.

There is one youtube id I know of but how can I ask them transfer the power to me?

YouTube ID may differ from a Google Account one, so your best bet is
to email clo...@gmail.com and ask them to sell you account or
register an appid for you (set you as Owner).

I'll try to clarify Barry's answer: my GMail address is igorkharin,
that also reserves the same App Engine ID so no one other than me can
register it. That happen to be useful for me a couple times, but also
makes finding a free appid really hard. And yes, at the same time
someone might just have taken the ID and there's no clo...@gmail.com
account whatsoever.

I tried sending a mail to clo...@gmail.com but the google mailer-daemon replied back 

Delivery to the following recipient failed permanently:

     clo...@gmail.com

Should I report google about this, if so then how can I report them.

I guess it's bad luck then--someone just registered appid and you have
no way to contact him.

All you can do is to pick another ID. Practically it doesn't matter
how fancy your appid is if you're going to use it on custom domain
(unless, say, XMPP bot is your killer feature).
