Google are like Mario Draghi, they never pre-commit. All you can do is wait for the feature, or use something else in the meantime.

We expect our application will incur searches in the magnitude of 100K+ per day, although the searches will be very lightweight.
When will the GAE Full Text Search become full-fledged and able to support large number of searches?

To be fair, it says the free quota will cover 1,000 searches per day. It also says to contact them using this form if you need more. It seems natural to me that usage beyond the free quota costs money. Does your estimation of 100k queries include caching results using memcache (thus avoiding calls to the search API)?
