ubuntu user lock down in ubuntu OS

Through packer I am running the chef policy to create the user ubuntu. Whenever I create ubuntu image from the packer image, ubuntu gets locked only first time. If I create user any other user expect ubuntu using chef cookbook it works fine. Only in case of ubuntu , it locks after creating the VM from packer image.
Could anyone help me ?
