Error: Error creating Firewall: googleapi: Error 403: Project 61xxxxxxxxx4 is not found and cannot be used for API calls. If it is recently created, enable Compute Engine API by visiting https://console.developers.google.com/apis/api/compute.googleapis.com/overview?project=61xxxxxxxxxx4 then retry. If you enabled this API recently, wait a few minutes for the action to propagate to our systems and retry., accessNotConfigured

What "role" do i need to give my user for my terraform to use set, enable compute engine API. right now I'm owner but still spits same error, and in my project it says it is enable, that project doesnt exist so whe I use th elink it gives me and error... anyway anyone knows how to solve this? im a total noob....

Is terraform using a service account to call the API? Can you make sure that the account has the roles listed in this doc [1][2]? 

I suggest posting this on Stackoverflow if you still have issues as it is better suited for development questions.
