Rate Limit Exceeded

I am having this error messane when I try to create a new project in Google Api Console:

Rate Limit Exceeded

 What can I do?

I took a look and the reason you cannot create a new project is that you have reached a limit of how many projects are allowed per user. To request that this limit is increased please fill out the form at:

https://support.google.com/code/contact/project_quota_increase 

To other users reading this thread, if you get a similar error with only a few projects, you may have reached a limit of how many projects are allowed per billing account. To request that this limit is increased please fill out the form at:

https://support.google.com/code/contact/billing_quota_increase
