is it possible to generate web.xml and appengine-web.xml from app.yaml locally?

I've got a GAE/Java app an I'm experimenting with using app.yaml instead of manually maintaining web.xml and appengine-web.xml.  However, I can't figure out what I need to do to generate the xml files from the yaml file in my build.  The GPE seems to really want the xml files for local execution.  What's the secret?
