Hi all.

I've noticed that the 1.9.66 version of the AppEngine Java SDK was released around a week ago, but it is not yet available in the Maven Central repository. Does anyone have any ideas why this happens?

Good catch!  Maven and gcloud release usually launch together, so they may lag behind the binary SDK release for a short period of time.  For this release, while the Java binary SDK release was available on 2018-10-03, gcloud and maven central were updated on 2018-10-09.
