Course Builder Deployment Error

I am following directions on https://edu.google.com/openonline/course-builder/docs/1.11/set-up-course-builder/deploy-your-app.html

I have installed python, I created the project, then downloaded the Course builder. I have unzipped the folder and tried to deploy for windows as per instructions. when I tried to follow these instructions: 

• windows_start_local.bat starts a local dev server so you can explore Course Builder in your browser for testing.
• windows_deploy.bat deploys your application to Google App Engine.

I am getting an error:

google.appengine.tools.devappserver2.errors.AppConfigNotFoundError: "/cygdrive/c/coursebuilder_1.11.001/coursebuilder" is a dire ctory but does not contain app.yaml or app.yml

What do I do?

What directory did you use to run the deployment script from? The error message indicates that you need to run the script from a directory that contains app.yaml. What version of Windows do you use? If you have an older version of Windows, you may need to manually download Cygwin. Windows is now supported as of version 1.11.
